32. The strategic deliberations of the European Council regarding the European Union's relations with China continued, reaffirming the EU's comprehensive policy approach towards China, where it holds simultaneous roles as a collaborator, a competitor, and a systemic adversary. Despite their divergent political and economic systems, both the European Union and China share a common interest in pursuing constructive and stable relations that are firmly grounded in upholding the international order based on established rules, fostering equitable engagement, and reciprocity.

33. The European Union is committed to sustained interaction with China in addressing global challenges and urges China to adopt more ambitious measures concerning climate change, biodiversity, healthcare readiness, food security, disaster mitigation, debt relief, and humanitarian aid.


34. The European Union and China retain their significant status as trade and economic partners. The European Union aims to ensure a fair and level playing field, where trade and economic relations are characterized by balance, reciprocity, and mutual benefits. In alignment with the Versailles agenda, the European Union will continue to diminish critical dependencies and vulnerabilities, including within its supply chains, while proactively managing risks and diversifying as deemed necessary and appropriate. The European Union has no intention of disengaging or adopting an inward-looking stance.


35. In its capacity as a permanent member of the UN Security Council, China carries a distinctive responsibility in upholding the rules-based international order, adhering to the United Nations Charter, and respecting international law. Consequently, the European Council calls upon China to exert pressure on Russia to cease its aggressive war and promptly, fully, and unconditionally withdraw its troops from Ukraine.


36. The East and South China Seas hold paramount importance for regional and global prosperity and security. The European Union expresses concern over escalating tensions in the Taiwan Strait. The European Council firmly opposes any unilateral endeavors to forcibly or coercively alter the existing status quo. It reaffirms the EU's unwavering commitment to the consistent 'One China policy.'

37. The European Union remains resolutely dedicated to the promotion of human rights and fundamental freedoms. The European Council welcomes the resumption of the Human Rights Dialogue with China and reiterates its reservations concerning forced labor, the treatment of human rights defenders and individuals belonging to minority groups, the situation in Tibet and Xinjiang, as well as the fulfillment of China's previous commitments relating to Hong Kong.
